Arms negotiator says US will try to get Soviets back

US arms negotiator Paul Nitze said Tuesday the US will try to bring Moscow back to Euromissile talks, but he believes the outlook is bleak. Mr. Nitze told reporters: ''I believe there are things to make it easier for them to return to the negotiations without our making improper concessions, and that is the sort of thing under consideration.''

In London, Robert O'Neill, director of the International Institute for Strategic Studies, said Defense Secretary Caspar Weinberger was wrong to say Moscow would return to the Geneva talks. Mr. O'Neill does not believe the Soviets will.
