Senate rejects ban on US troops in Central America
The Senate Thursday voted down an amendment by Sen. Edward Kennedy (D) of Massachusetts that would have barred US personnel from taking part in combat in El Salvador, Honduras, or Nicaragua without congressional approval.
The 71-to-20 vote was the first test of sentiment on a request by President Reagan for emergency military aid for El Salvador. Senator Kennedy planned to offer several other amendments to restrict sharply the aid package and appeared ready to launch a filibuster to block action on the bill.
Senate Republican leader Howard Baker of Tennessee said he expects the Senate to approve a compromise plan providing the military aid despite Kennedy's opposition.
