Reagan blasts Congress on foreign policy issues
President Reagan renewed criticism of Congress Saturday for restricting White House authority in foreign affairs while failing to accept ''an equal sense of responsibility'' for the consequences.
The remarks followed a speech Friday in which Mr. Reagan attacked Congress for undermining his foreign policies and encouraging ''the enemies of democracy'' in Lebanon and central America - remarks denounced bitterly by Democratic congressional leaders.
Reagan's sharp criticism of Congress for ''second-guessing'' on Lebanon and ''wavering'' on Central America seem to have set an election theme of blaming the legislative branch for foreign policy failures.
