Nicaragua is taking mining of harbors to World Court

Nicaragua presented a petition to the World Court in the Hague Monday denouncing the United States for aggression in mining Nicaragua's ports, Nicaragua's ambassador to the Netherlands said.

The United States said Sunday it would not recognize World Court rulings on Central American disputes for the next two years. Singling out Nicaragua's leftist government, the State Department said the move was taken ''to preclude the court's being misused to divert attention from the real issues in the region.''

US newspapers have reported that the Central Intelligence Agency was directly involved in mining Nicaraguan harbors to disrupt trade. Officials with the CIA, the White House, and the State Department would not comment on the reports.
