Witness in Aquino case says suspect did not fire

An airline employee who said he feared for his life after seeing Philippine opposition leader Benigno Aquino assassinated at Manila airport told a board of inquiry Wednesday he did not see alleged gunman Rolando Galman fire a single shot.

The technician, Ruben Regalado, appeared before the five-member Philippines board under police protection to give his version of the shooting of Mr. Aquino.

The Philippine government has said Mr. Galman, allegedly a hired killer and communist subversive, was the assassin. Galman was shot dead by soldiers at the airport.

Later, Mr. Regalado recalled, coworker Celso Loterinia confided to him that ''the man that shot Aquino was on the stairway'' of the plane, and was not Galman.
