China vetoes formation of strategic ties with US

China has rejected forming ''strategic ties'' with Washington, and it vowed never to become a ''card'' in the rivalry between the United States and the Soviet Union.

The lead article in Monday's edition of the official news weekly Outlook said such ties were not ''realistic.'' The remarks followed an unusually harsh series of attacks by Peking on the Soviet Union and appeared aimed at balancing its relations with Washington and Moscow.
