Double jab at Sandinistas is taken by the White House

The Reagan administration mounted a two-pronged attack on Nicaragua's Sandinista government Wednesday, accusing it of betraying the revolution with its internal policies and seeking to export communism elsewhere in Central America.

In a speech to the Organization of American States, US Ambassador J. William Middendorf charged that the Sandinistas have reneged on a series of promises made to the OAS five years ago.

The OAS speech and a 35-page ''background paper'' restating the administration's arguments against the Sandinistas were timed to coincide with the fifth anniversary of the Sandinista revolution today. The paper did not appear to contain important new evidence supporting the government's case.
