| Copenhagen The government said Tuesday it will seek tougher criminal penalties against child pornography, in apparent reaction to an NBC-TV program, ''The Silent Shame ,'' which said Denmark is a major source of such material. Denmark legalized adult pornography in 1972, but it forbids production of such material involving children under age 15. On Monday, US Sen. William V. Roth Jr. (R) of Delaware said he wrote Secretary of State George Shultz urging him to persuade Denmark to crack down on pornography.
