Romanian calls for an end to the 2 European arms pacts

Romanian President Nicolae Ceausescu, in West Germany Monday at the start of a three-day state visit, has called for the gradual dissolution of NATO and the Warsaw Pact. He said it would have been a good thing if the Soviet and US-led military pacts had never existed.

Mr. Ceausescu is the first Warsaw Pact leader to visit a NATO capital since the Western allies deployed medium-range nuclear missiles in Europe last December.

East German leader Erich Honecker travels to Finland on Tuesday for a three day visit.
