US says August jobless totals trailed '83 in all 50 states

Unemployment rates in August were below those of a year ago in all 50 states, the government reported Tuesday. In its monthly survey of labor markets in states and some 240 metropolitan areas, the Bureau of Labor Statistics said that from August 1983 through August 1984, the national average improvement over the 12 months was 1.9 percentage points.
