Cities official urges mayors to monitor poverty in US

The president of the National League of Cities urged his colleagues Monday to be ''watchdogs'' for the nation's poor and homeless. In his keynote address to the league's 61st annual conference here, Mayor George Latimer of St. Paul, Minn., said, ''How is it that the President and the Congress can know how many of them are out there if we don't tell them, if we are not their advocates?''
