Filipino Liberal says US should stress arms training

The Reagan administration's military aid program for the Philippines is concentrated too heavily on arms deliveries and should emphasize military training instead, a Filipino opposition leader said Wednesday. Sen. Eva Estrada Kalaw, a Liberal Party leader, said US-supplied weapons are often used by the armed forces against the Filipino people rather than for defense purposes.

The Task Force Detainees, a church-backed group aiding political prisoners, said Wednesday that human rights violations have become widespread in the Philippines in the past two years during intensified military campaigns against communist guerrillas.
