Outlays for new construction resumed upturn in October

Spending on new construction rose 1.7 percent in October, the first gain for the depressed building industry in five months, the Commerce Department reported Monday. It said total construction spending rose to a seasonally adjusted annual rate of $315.8 billion in October, after a 0.2 percemt decreases in September.
