Reagan meeting Bishop Tutu, outspoken against US policy

President Reagan will confer today with black South African Bishop Desmond Tutu, who has strongly criticized the Reagan administration's South African policy.

Under the administration's ''constructive engagement'' policy, criticism of South Africa's racial policies is muted in hopes of encouraging reform through quiet diplomacy.

Bishop Tutu says this policy has encouraged the white-minority government to escalate repression against blacks.
