Swiss legislators clear way for a vote on joining UN

The upper house of the Swiss Parliament voted Thursday in favor of Switzerland's finally joining the United Nations, clearing the way for a national referendum on the issue.

But government officials said the referendum is unlikely before 1986 or even 1987, as the Swiss people already face a heavy voting program in '85. Privately, however, officials ackowledged that public opinion still leans against membership and that the government wants to choose the best time for a national vote.
