Most OPEC nations agree to production watchdog

OPEC chairman Subroto emerged from a crisis ministerial meeting last night to say 11 of 13 members had agreed to a monitoring plan to prevent members cheating on production quotas and pricing. Nigerian Oil Minister Tam David-West had not arrived in time for the first session of the talks and Ecuador would make its decision known tomorrow, said Subroto, Indonesia's energy minister.
