ANTI-GANG LAW AIMS TO MAKE PARENTS LIABLE

Gloria Williams, whose 15-year-old son is accused of raping a 12-year-old girl, is the first person charged under a new anti-gang law targeting parents who fail to control their children. She faces up to a year in jail and a $2,500 fine if convicted under a misdemeanor law added to the books last year. ``Attacking the gang problem at its roots - in the home and at an earlier age - is crucial to battling this cancer in our society,'' City Attorney James Hahn said.
