The average urban Chinese was nearly three percent poorer in the first half of 1989 than in the first half of 1988, an official paper said Tuesday. The English-language China Daily quoted a survey of 30,000 families in cities as showing average income per head was $28 per month in the first half of this year, 22 percent higher in cash terms but 2.6 percent down after adjustment for inflation.
