RACE ISSUE CHARGES MIAMI HOUSE ELECTION

Rivalries between Hispanics and other Americans have crowded out issues in the tight, emotion-charged race for the US House seat left vacant by the death of Democratic Rep. Claude Pepper. Voting today is expected to be by ethnic, more than party, lines, with Hispanics rallying around Havana-born GOP nominee Ileana Ros-Lehtinen, a state senator. Most non-Latin whites and blacks are expected to vote for Brooklyn-born attorney Gerald Richman.
