VA. GOVERNOR MOVES CLOSER TO WHITE HOUSE BID

Virginia Gov. Douglas Wilder, the first black elected governor of a US state, said Wednesday he had authorized formation of an exploratory committee for the 1992 Democratic presidential nomination but had not decided to run. Governor Wilder, who was elected in January 1990, said he had approved a request from supporters to file papers establishing such an exploratory committee with the Federal Elections Commission, a technical step that enables them to begin fund-raising.
