LYNN MORLEY MARTIN was born in Evanston, a suburb of Chicago. She graduated Phi Beta Kappa from the University of Illinois in 1960 and taught high school economics, government, and English.

In 1972, she was elected to the Winnebago (Ill.) County Board, serving four years. She served in the Illinois House of Representatives from 1977-79 and as a state senator from 1979-81.

She served as United States Representative from the 16th district of Illinois from 1981-91. Her committee appointments included Rules, Budget, and Armed Services. She was national co-chairman of the Bush-Quayle campaign in 1988. She lost a bid for the US Senate in 1990.
