Kazakhstan told NATO yesterday that it would not attend the meeting today of a new cooperation council that will draw former Soviet republics into an East-West forum on security affairs, alliance sources in Brussels said. Kazakhstan will be the only member of the Com monwealth of Independent States not to attend the meeting, and it has also failed to turn up at other similar meetings.... Customs officials in formerly communist Bulgaria confiscated 20 pounds of heroin with a street value of about $5 million over the weekend. The shipment was found in a train traveling from Istanbul to Munich.... Russian industrial production, falling fast in the last years of communism, will continue to drop until at least the last part of 1992, Industry Minister Alexander Titkin said ye sterday. Any US attempt to stop and search a North Korean ship for Scud missiles would be "an outright act of international piracy," Iran's IRNA news agency said yesterday. The Tehran government has not reacted to weekend reports that the US was considering intercepting two North Korean ships US officials say are carrying Scud-C missiles for Iran and Syria....
