COMPOSTING LAWS PILE UP

Nine states currently restrict disposal of yard waste in landfills, and eight states have similar laws scheduled to go into effect, according to a survey by Lawn-Boy, a maker of lawn-care equipment. In many states where there is no legislation, cities are starting yard-waste recycling programs with central composting facilities.
