Skylark (CBS, 9-11 p.m.): A thoughtful sequel to the highly popular `Sarah, Plain and Tall' that aired two years ago. Glenn Close and Christopher Walken play the same couple, now two years later, living on the Kansas plains. (See full-length preview in the Monitor's Tue., Feb. 2, edition.) TUESDAY

Frontline (PBS, 9-10 p.m.): Controversy is nothing new to this distinguished documentary series, but the premise here is incendiary. Under eight presidents, FBI director J. Edgar Hoover was a symbol of law and order, as well as a tough-talking spokesman for morality. It has long since been established that Hoover gained and held his extraordinary power partly by keeping files on the private lives of the powerful and prominent.

This program alleges that organized crime in the United States turned the tables on Hoover by getting compromising evidence about his own sex life, including data on a homosexual relationship. The program claims that near the beginning of World War II, organized crime then blackmailed Hoover, causing him suddenly to drop his investigations into it. The program goes on to make a range of other charges, many of them startling. It's not the last we'll hear on this topic.
