President's address to Congress (9 p.m., ET, to conclusion, ABC, CBS, NBC, PBS, many other outlets - check local listings): Live coverage of President Clinton's address to a joint session of Congress. His talk is expected to unveil the administration's economic plan. Many stations will follow up with the Republican response from Capitol Hill.

Keepers of the Wild (PBS, 8-9 p.m.) A captive animal's quality of life depends, mainly, on who's taking care of it, feeding it, and maintaining its environment. This National Geographic special focuses on keepers and the close affinity so many build with their charges. We're not just talking elephants and lions here. As this show illustrates, that bond can extend to bats and even - believe it or not - to snails.
