* Febraury 1988:

Mohammed Salameh arrives in US on a tourist visa. * July 1988:

He applies for amnesty under Special Agricultural Worker (SAW) program. * 1991:

INS denies application. Prior to the denial, Salameh reapplied under a different program, which gives amnesty to people living in the US illegally before 1982. * Late 1992:

INS denies new application. * Early 1993:

INS decides he cannot be deported unless criminal fraud involved. Referred to Justice Department, which decides not to deport individuals who were not involved in a criminal ring. * March 4, 1993:

Salameh is arrested in connection with World Trade Center explosion.
