Miami gets a new look
In Miami, Hispanics and blacks won their first-ever majority Tuesday on the Dade County Commission after a judge overhauled the way its members are elected. It now has six Hispanics, four blacks, and three whites.
US District Judge Donald Graham ordered the election, ruling that black and Hispanic voting power was illegally diluted by the system under which all nine commissioners were elected from the county as a whole. He ordered a plan under which commissioners are elected from districts, and he increased the commission's size.
