Not All of Britain Agrees on Testing

I am more than surprised to see your headline "Clinton's Stay of Nuclear Tests Irks Britain," July 7. An end to testing is an important step toward a world in which peace means more than threats of mass destruction. Please remember that Britain is more than its unpopular government.
