Sen. Daniel Patrick Moynihan (D) of New York, chairman of the powerful Senate Finance Committee, wants to alter the shape of President Clinton's health plan with a plan to radically hike the tax on handgun ammunition. He hopes higher levies will discourage ammunition sales and help defray some of the costs of caring for gunshot victims.
