ROCK/POP. saint etienne - tiger bay. (Warner Bros. Records): Relying heavily on keyboards and synthesized sound, the neo-'60s British rock band offers up ``tiger bay'' to American listeners. The tracks are simple arrangements with Sarah Cracknell's ethereal vocals blending with occasional acoustic sound or orchestral accompaniment. The album runs the gamut from light, beat-driven dance mixes to ballads to softer rock and provides something for a variety of tastes.
