Would abolish the Internal Revenue Service and put in place a 17 percent flat tax on incomes above $35,000.

Says strong leadership, not a constitutional amendment, is needed to bring about a balanced federal budget.

Would punish unfair trade partners by forcing them to use an old military base in Sidney, Neb., as their port of entry. Supports NAFTA and GATT, but says they must be administered in a way that protects American jobs.
On Bosnia...
Opposes deployment of US troops, even under NATO or UN command.
On Health Care...
Proposes tax-free medical savings accounts to supplement existing coverage. Supports block grants of federal funding to the states so they can customize health-care plans to suit their citizens. Would allow nurses to perform more of the tasks that doctors now perform exclusively.
