THAT 'F' WAS REALLY A 'D+' Survey school pupils and you probably willl find few who'd willingly give up summer to continue attending classes. So, imagine how 3,000 or so in New York must feel now that they know scoring errors on spring finals may be the reason they had to do makeup work over the past two months. The city's school chief announced this week that the publisher of the tests, CTB/McGraw Hill of Monterey, Calif., had wrongly compared the New York scores to the national norm. When "recalibrated," the publisher said, the scores would rise. Errors occurred elsewhere, too, a spokesman admitted. But he wouldn't say where.

BILINGUAL MASTICATION Breakfast-food giant General Mills soon may go national with four new cereals specifically for the Hispanic market. They are slightly sweeter than, say, conventional corn flakes and raisin bran. But if you want to try them and don't read Spanish, the nutritional information will be printed in English, too.

List of 100 endangered sites includes one on Park Avenue The World Monuments Fund has published its annual list of 100 endangered cultural sites - from Peru's Machu Picchu to the Seventh Regiment Armory on New York's Park Avenue, which has rooms designed by Louis Comfort Tiffany and Stanford White. The armory is one of 10 North American sites on the 1999 endangered list. The other nine:
