Vladimir Putin, who will be inaugurated as president of Russia on Sunday, takes in the view over the Black Sea during a mid-April trip. Mr. Putin has been acting president since December 31 and easily won election in March after projecting a dynamic and competent image. Observers are waiting to see if he follows up style with substance. PAGE 6.
