Once seen as an internal Ugandan problem, the murderous Lord’s Resistance Army (LRA) has now become an international issue. Since Uganda launched a 2008 attack on LRA camps in Congo with the help of the Bush administration, the rebel group has butchered its way across three neighboring countries. While local armies are supposed to be helping out, it’s really only the Ugandans that have the capability to pursue the LRA. On the back of NGO pressure, Obama last year signed a law mandating his administration to come up with a plan to deal with the LRA. The eventual plan? Basically, carry on supporting Ugandan operations for now.
