A caretaker cabinet was put in place today until full-fledged elections are scheduled and honored. President Salva Kiir appointed all the ministers from the pre-independence cabinet to their equivalent positions in the caretaker government, Agence France-Presse reports.

Some of the government titles changed with independence, the AP reports. The minister of regional cooperation is now the foreign affairs minister, and the southern army and veteran affairs minister has become the defense minister. Members of the caretaker government are barred from making major policy decisions or approving significant contracts.

The World Bank has waned that it could take as long as 20 years for South Sudan to have fully functioning government institutions, including a legislature and justice system, AFP reports.
