Of the 3.7 million Somalis in need of humanitarian assistance, the worst affected – approximately 2 million – live in areas under Al Shabab’s control, and Al Shabab has refused to let foreign aid workers come into their areas. This has effectively halted aid operations in hard-hit drought regions of South Central Somalia. Donor nations also bear responsibility for a slow response, despite months of early famine warnings since the latter part of 2010.
