British police are empowered to detain people on terror charges if they are merely believed to be a threat, no evidence immediately required. That tactic, along with random stop-and-searches and closed-circuit television cameras, will be used to root out potentially troublesome individuals, according to The Daily Mail.

According to Mr. Ramm, many people are already under surveillance because of suspicions that they have plans to disrupt the wedding.
